When a particular design or desired finish imposes special requirements, and only then, the engineers project specifications should incorporate these requirements and preferably require sample panels for approval of finish and texture. Under competitive bidding, best bids are secured when the bidders are free to use ingenuity and their available materials (Formwork for Concrete, ACI SP-4).
