Developers, state and local agencies, utilities, and others designing stormwater facilities within the WSDOT ROW shall assume the same responsibility as the PEO and prepare hydraulic reports in compliance with the policy outlined in Chapter 1. Developers, state and local agencies, utilities, and others discharging stormwater to the WSDOT ROW may need a permit.
