Two key things should be accomplished early in the planning and feasibility study stage. First, there must be a clear understanding of the projects objectives, purposes, scope and nature by both the client/owner and organisation responsible for carrying out the work (or at least those members of the project team identified by that time); a brief or other defining document is essential to this process. Second, a relationship between the client/owner and the project delivery organisation must be established, with clearly defined roles and responsibilities.
